Well, there's two, unrelated, problems. First, grad funding for existing grads is hopelessly inadequate. It's incredibly difficult to do quality research while simultaneously making enough money to support yourself. Ontario universities are really bad at providing things like tuition stipends, post-residency fees, research leaves, and so on.

Second, there's a significant oversupply of MAs/MScs and PhDs in most fields. This makes competition for jobs that require advanced qualifications extremely tight. Increasing the number of grad students without doing something about the terrible job market conditions will make things significantly worse.
